Yesterday, King Charles delivered the King’s Speech to Parliament, laying out the new Labour Government’s legislative agenda. You can read the full text of the speech here.
The plans focus on creating wealth in every corner of the country, and improving the living standards of working people.
Labour is bringing in more than 35 bills and draft bills to enable economic growth.
The package of bills will focus on growing the economy through speeding up the building of houses and infrastructure, improving transport, creating more jobs and securing clean, green energy – helping to make every part of the country better off.
New laws will also help to create wealth in every community and hand power back to local leaders who know what is best for their areas.
Below are some of the key bills set out in the King’s Speech, although this is not an exhaustive list:
Economy
National Wealth Fund
- The Fund will invest to make Britain a clean energy superpower, create thousands of good jobs, and grow wealth in every community
- We will provide an additional £7.3 billion to catalyse private investment.
Planning and Infrastructure
- We will reform the planning system to unlock growth, delivering the housing and infrastructure we need
Employment rights
- Our new deal for working people will level up workers’ rights
- We will deliver a genuine living wage, ban zero-hour contracts, end Fire and Rehire and Fire and Replace, and give people rights at work from day one.
Foreign Affairs
Israel and Palestine
- We will play our part in trying to secure long term peace and security in the Middle East. Labour is committed to a two state solution with a safe and secure Israel alongside a viable and sovereign Palestinian state.
Ukraine
- Labour will continue to give its full support to Ukraine and its people, and will aim to play a leading role in providing Ukraine with a clear path to NATO membership.
Energy/Environment
We will set up Great British Energy:
- a new, publicly-owned energy production company which will own, manage and operate clean power projects up and down the country.
- Great British Energy will make money for the taxpayer, deliver the next generation of good jobs, save money for families, deliver energy security so we are not reliant on foreign dictators like Putin, and do our duty to the planet
Our rivers and seas are flooded with sewage. The Water (Special Measures) Bill will:
- Put water companies under tough special measures
- Water bosses will face personal criminal liability for persistent lawbreaking, and we will withhold bonuses if the company has broken the law
- Water companies won’t be able to mark their own homework – we will require independent monitoring of all sewage outlets.
- Regulators will be able to bring robust charges against water companies and executives, including automatic and severe fines.
Housing
This Government will address the insecurity and injustice that far too many renters experience
- We will abolish Section 21 no fault evictions, strengthen tenants’ rights and protections, give tenants the right to request a pet and apply a Decent Homes Standard to the private rented sector to tackle the blight of poor quality homes
Transport
Rail services
- We will bring our rail services back into public ownership, improve passenger journeys and deliver better value for taxpayers.
- We will establish Great British Railways
Buses
- We will reform the bus system by giving local leaders new powers to franchise local bus services and lift the restriction on the creation of new publicly owned bus operators
Opportunity
We will put children and their wellbeing at the centre of the education and social care systems, and make changes so they are safe, healthy, happy and treated fairly.
- We will remove barriers to opportunity and raise school standards to ensure the school system is fair for every child, no matter their background and deliver our manifesto commitments on children’s social care to ensure that all children can thrive in safe, loving homes.
- We will require free breakfast clubs in every primary school so every child is prepared for the school day
- We will introduce a cap on the number of branded items of uniform schools can require to bring down costs and remove barriers for young people
We will also establish Skills England and reform the apprenticeship levy
- This will simplify and improve the skills system, ensure the supply of skills needed for the economy and break down barriers to opportunity.
Mental Health
We will tackle the mental health crisis, modernising the Mental Health Act so it’s fit for the twenty first century
- This will help deliver the Government’s mission to see people living healthier lives for longer, and put patients at the centre of decisions about their care
Football governance
We will deliver on the cross-party consensus on improving football governance, establishing an independent regulator for English football
English devolution
Democratic decisions are best made by people with skin in the game, so we will push power out of Westminster and give it to those who know their areas best.
Hillsborough
We will implement a Hillsborough Law to place a legal duty of candour on public servants and authorities
- This government is determined to rebuild trust and foster respect.
- We’ll improve transparency and accountability and address the culture of defensiveness in the public sector.
